C is an high-level programming language. Most software today is written in C.
Hackers usually like C because it's essential and flexible, and allows for high-level
abstractions compared to other programming languages so near to the machine.
For non-system programming, and in general when to deal with low-level stuff is
not important and speed is not the first concern, Very High Level Languages can
be a better idea.
